    Meet the 21 hazards the updated HHSRS checks for, from damp and mould to falls, fire and excess cold. This module shows how they fit into four simple groups based on basic health needs, and how the 2026 update shortened the list from 29 by combining hazards that overlapped.

    This module covers how deficiencies, likelihood and harm turn into a score, and introduces the baseline indicators brought in by the 2026 update to help spot problems early.

    Find out what a hazard score actually means under the new three-band system of Low, Medium and High. This module explains the difference between Category 1 and Category 2 hazards, why that decides whether a council must act or may act, and how the move from ten bands to three makes results easier to read at a glance.

    Explore the enforcement actions a council can take when a serious hazard is found, and how it chooses the step that fits the home and the situation. This module covers the main enforcement options, the duty to act proportionately and give reasons, and the shared job landlords, residents and councils have in keeping homes safe.
